Background 

In today’s world where the world is moving forward and the participation of all genders and races in work is increasing. The world is concentrating on promoting equality, harmony and cultural indifferences. However, despite the fact that people are dramatically more aware of harassment compared to few decades ago, however the problem still exists in the world probably because despite many facilitations in terms of rules and regulations to pursuit the issue legally is not only a lengthy process but also there are chances that after all the struggles victim may seek failure in attaining in justice, which may effect the victim professionally and emotionally. Although there are several definitions to harassment and have many aspects to it but a close round up provided by Australian human rights commission summarised the definition with three elements. At First, workplace discrimination or harassment may be of any type it can be physical, verbal, social or psychological abuse. Secondly, harassment maybe in any type of workplace, it can be in offices, shops, cafes, restaurants community groups or government organisation. Thirdly harassment by any individual is to be considered harassment without any discrimination be it by the boss, manager, director, colleagues, interns, permanent or casual employees. 

TIME’S UP is an organisation that stresses upon provision of safety to women in terms of sexual harassment. The main objective of TIME’S UP is to provide a safe working condition for women in all forum and all types of workplace. The organisation aims at providing dignity and safety to women and workplace and raising the standards that is offered to women in workplace by changing the culture of workplace. The organisation addresses all the issues that are there, particularly at places where there is a systemic inequality and injustice. The movement though has its inheritance backing to a base of women harassment but the organisation not only opens its gates for women but all genders also welcomed to address any issue in the workplace. The organisation aims to cater to any problem that is faced by anyone in all forums of work from the floors of factory to stock exchange or from farm fields to tech fields and from child care centre to C-suites. The campaign promotes dignity, safety, justice and equality in workplace to eradicate injustice and suppressing of people that are weaker and may be victim to any discrimination or maltreatment during work hours or in work place.

The movement was founded in 2018 in February by a group of Hollywood celebrities particularly against sexual harassment. The movement was heard louder when started in a response to Harvey Weinstein sexual harassment case and many Hollywood celebrities signed the petition which was released on 1 January starting off with ‘ dear sisters’ and addressed the issue of how less fortunate people may become victim and left unheard due to little access to resources.  Big names such as Nicole Kidman, Emma Stone, Natalie Portman, Jennifer Aniston, Jennifer Lawrence Amy Schumer, and Michelle Williams signed in for the movement. Time’s up mainly established its credibility when all the celebrities stood in solidarity f harassment victims and dressed up in code black in golden globes award 2018. Not only that but when the movement transformed into a decentralised organisation and formed a legal defence fund so to finance all the underprivileged victims to harassment that was when the movement started to gain its credibility. The fund handled by National Women’s Law centre, have reached almost $21 million and almost 1800 women came up to seek help in harassment cases

2.0 Policy Environment at TIME’s UP

    The theme of organisation is neither authoritative nor accountability based; rather the organisation is more of decentralised type of organisation that claims to purely work for the well-being of victims. The mapping in Figure 1 has been done inspired by the power mapping method elaborated in a paper by Eva Schiffer

    The main task of organisation is to connect the harassment victims with the attorneys who can handle the case. There are several power holders involved in this organisation as presented and elaborated in the website, upon analysing the positions and constituents of the organisation the power holding map has been summarised above in Figure 2.  There are influencers that have made this movement a big movement; the most effective influencers to this movement were the Hollywood celebrities who joined hands with the movement. The resources that are arranged or the financial department is empowered through the organisations that have collaborated with the movement. There are several women rights group that have collaborated with the movement which includes Equal rights advocates, equal employment opportunity commission, End violence against women international, better brave, RAINN, RISE, WIF and many other renowned names that have joined hands with the TIME’S UP movement to help the survivors of harassment. Other organisations such as 5050 by 2020, Alianza Nacional de Campesinas, Coalition of Immokalee Workers (CIW), Equal Rights Advocates, and GG along with other organisations joined hands with TIME’s UP movement especially to promote equality in workplace
